These are the normative changes of the Ordination Regulation of the Maritime Sailing (RONM)

Next August 15th a series of normatives of the Ordination Regulation of the Maritime Sailing that imply the start-up of an electronic platform to process the vessels’ office and the enrollment procedures and the desenrollment of the crews will come into force, amongst other measures.

The Directorate General of the Merchant Marine has initiated a press conference to inform about the changes that affect fishmongers, merchants, vessels and vessels dedicated to indoors traffic and recreational vessels.

Speeding the procedures that require the office and the enrollment and desenrollment of the crew in fishing, merchant and recreational vessels throughout the launching of an electronic platform will reduce times and also bureaucracy. This is the main objective of the norms of the Ordination Regulation of the Maritime Sailing (RONM), which will be active from August 15th.

The Directorate General of the Merchant Marine (DGMM), under the Ministry of Transport and Sustainable Mobility, launched an information campaign this Tuesday, July 22nd, in Vigo to address questions from the various sectors affected by regulatory changes and to facilitate, as much as possible, an effective transition to digital procedures.

This session was aimed at the fishing sector and was broadcast live on the YouTube channel of the Ministry of Transport and Sustainable Mobility.

Next, on July 28th in Valencia, the DGMM will deliver a presentation targeted at the merchant shipping and recreational boating sectors. Additionally, the 30 Maritime Captaincies located along the Spanish coast will also hold information sessions and address questions related to the upcoming changes.

The crew and clearance list is a key document in maritime navigation management, as it officially certifies who is authorized to be part of a ship’s crew for a specific voyage. As of August 15th, this procedure will be carried out through a mandatory electronic platform for all national vessels.

Through this platform, users will be able to enroll and remove crew members, specify any particularities affecting their navigation, and register data related to vessel operations and voyages. The digitalization of this process not only aims to improve administrative efficiency, by speeding up procedures and reducing errors, but also enhances traceability, safety monitoring, and regulatory compliance. Enrollments will be processed instantly, and the crew list will be immediately accessible through the online portal. Additionally, the platform allows real-time access for both interested parties and maritime authorities to perform checks.

The "clearance" is the procedure through which the Maritime Captaincy formally authorizes a vessel to set sail, once it has been verified that all legal, technical, personnel, and safety requirements are met. The RONM (National Maritime Ordinance Regulation) mandates that, as a general rule, this clearance must be carried out using digital procedures, which will reduce bureaucratic burdens for shipowners and captains, as well as shorten processing times. The regulation also provides for a simplified clearance model for vessels navigating in inland waters or engaged in high-frequency routes. This model is based on a responsible declaration made by the captain or shipowner, which facilitates the day-to-day operations of such vessels, though the information submitted may be verified later by maritime authorities.
