The management of the Golondrinas terminal in the Port of Palma is now open to tender

The contract explicitly prohibits vessels known as ‘Party Boats’ to be operative.

The Council of Administrations of the Balearics Portuary Authority (APB) accorded yesterday, December 10th, in a celebrated reunion in the port of Palma, summoning a public contest for the management of moorings in the terminal of Local Traffic for boats popularly known as 'golondrinas'. The concession also includes the management of moorings destined to the service of the Nautical Bus.

In the new concession, placed in Palma's seafront, will only give service to boats from the second list, which means merchant vessels for passengers' transport, and those included in the touristic registry of the Insular Council of Mallorca that allows them to organized parties or dances aboard with music, which are known as ‘Party Boats’, are explicitly excluded.

This decision, adopted by the APB, answers to the commitment assumed by the port with neighbors from the area, that in the last months have sent complaints regarding some tourists users of the 'golondrinas' to the portuary organism. In line with this commitment, the APB expects approving soon a civic law that regulates the behavior with people in public areas of the port. At the moment, the draft of the law is in public exhibiton.

The president of the APB, Javier Sanz, has declared that "vandalic acts, collapse feeling by people agglomeration and a bad image of the port and the city, are others of the complains that residents have sent and that, from the APB, we are determined to fix”.

Th exploitation surface belongs to the local traffic duoy and to the water mirror where maritime excursions boats disembark, which means a total of seventeen-thousan square meters of portuary public domain. The delaer must have two mooring spots for the Nautical Bus, a public service that the APB puts into disposition to connect maritime areas of the port of Palma with the city. In addition to the other two places destined to transit ships that carry out embarking and disembarking of passengers.

As innovation in this contest, the contracted company must program cultural and family-friendly activities for all publics with the aim to dynamize the terminal of Local Traffic, especially in the low season. As a proposal, there's the possibility of offering free trips for children groups, expositions, kids theatre with portuary or maritime ambience amongst others.

In the review of the offers the best environmental improvements proposed by the contracted company will be chosen, such as the reutilization of spare materials from construction, installation of materials that favor the development of flora and the marine fauna in the docks, the electrical autosufficience or the autogeneration of renewable energies in installations amongst others.

The concession phase will not surpass the ten years. The occupation tax to improve is of 192.177,97 yearly euros anuales and the activity belongs to a four per cent of the volume of business.
