The purpose of this tender is to ensure the continuity of services for recreational boats moored in the area, while optimizing the use of public port space, expanding the offer of base moorings, and promoting a sustainable, innovative, and efficient management model.
The concession will cover more than 47.000 square meters of public port domain, 46,500 square meters of water surface and 650 square meters of land, where a new marina service building will be constructed.
Proposals that offer lower mooring fees, especially benefiting smaller boats, will receive higher scores. The base bidding rate is set at approximately 400,000 € per year in occupancy fees, which bidders may improve upon, along with an activity fee of 4% of annual turnover.
The concession will be granted for a maximum period of 18 years. It includes the management of 135 existing moorings, with the obligation to reserve 8 for public service vessels (such as those of the Civil Guard, Maritime Rescue, Customs, etc.), 5 for the APB, and 15 additional ones for auxiliary vessels up to four meters in length.
A new service building will be constructed at the western end of the concession. This facility will include marina offices and premises allocated to the APB, with a total built area of nearly 1.000 square meters. The building must preserve the existing protected façade and meet the highest standards of energy efficiency and sustainability, including near-zero energy consumption certification.
The future concessionaire must ensure continued service to existing base vessels, respecting their preferential rights as established by the APB. A redistribution of the berths may be proposed, provided navigation channels and technical restrictions are upheld.
Through this initiative, the APB aims to modernize and optimize the recreational boating infrastructure of Mahón’s Port, in line with the Port Space and Use Allocation Plan and the port’s Special Plan.
The tender will prioritize proposals that incorporate renewable energy sources, efficient waste management systems, water and energy-saving measures, and eco-friendly building materials. Additional points will be awarded for features such as electric charging points at berths, marine biodiversity enhancement systems, and technological innovations in marina management.
Bidders must ensure the proper provision of mooring services, water and electricity supply, cleaning, maintenance, security, access control, and effective waste management within the facility.
