The APB grants two extensions to Puertos y Litorales Sostenibles for the management of Port Nàutic I

On May 6, the Board of Directors of the Balearic Port Authority (APB), in a session held at the port of Palma, agreed to grant two extensions to the company Puertos y Litorales Sostenibles, SL (PyLS), the current holder of the administrative authorization to manage a nautical facility for small and medium-sized vessels in the port of Ibiza, commercially known as Port Nàutic Ibiza.

The first approved extension extends the validity of the authorization by one more year, until May 6, 2026. The second extends the deadline for the completion of works associated with the facility until November 15, 2025, with a planned pause between June 15 and September 30 due to the inability to carry out work during the summer season.

This decision is based on an internal technical analysis by the APB, as well as a favorable report from Puertos del Estado. Both documents conclude that the solution proposed by PyLS in its construction project—specifically the installation of a floating breakwater—sufficiently addresses the safety and operational concerns of the harbor, as required in the public tender’s terms for authorizing the extension.

The reports also consider the construction plan to be viable, with sufficient buffers to accommodate unforeseen circumstances. The company’s claims that part of the project delays were due to external factors, such as extreme weather events and administrative delays, were also taken into account.

Specifically, the report notes that the DANA storm, which severely affected the province of Valencia on October 29, 2024, made it very difficult to mobilize the necessary equipment to perform earthworks at the chosen site for breakwater construction, which was ultimately the port of Alicante.

Nevertheless, the Board of Directors has agreed to initiate administrative proceedings to apply penalties for delays in completing the entire project, as stipulated in the authorization terms.

The APB emphasizes that while the extension is granted, it does not exempt the company from complying with the imposed conditions or from incurring penalties for delays if such delays are not properly justified.

In parallel to these developments, between June 2024 and April 2025, the APB received several complaints from the Ibiza Nautical Club and the Association of Berth Holders of the affected harbor basin, alleging possible breaches by PyLS in the management of Port Nàutic Ibiza. These included mooring boats outside regulations, carrying out unauthorized works, and failure to provide committed services such as a sailing school or vessel storage.

In this regard, the APB has ongoing investigative and administrative proceedings. To date, no sanctions have been imposed, nor has a revocation process been initiated, though these remain possible outcomes pending the conclusion of the investigations related to the complaints.
